
With planning approval now secured, the Higher Biscovillack turbine adds to the growing portfolio of successful onshore wind projects led by Clean Earth Energy (CE), whose in‑house planning team continues to drive forward renewable energy development across Cornwall. CE has established itself as the leading developer in the St Austell China Clay area, delivering a consistent pipeline of modern wind projects in one of the most technically complex industrial landscapes in the region.
Throughout this process, OPA has worked alongside CE as a specialist renewable energy consultant, providing detailed technical guidance, landscape insight and strategic development support. OPA’s involvement spans all ten turbine applications brought forward in this location, giving us an unparalleled understanding of the clay tip skylines, industrial landforms, access constraints and cumulative turbine pattern that define the China Clay district. This long-standing experience enables OPA to anticipate local sensitivities, shape robust planning strategies and ensure that each application aligns with both national policy and Cornwall’s Climate Emergency DPD.

Our collaborative approach with CE helped ensure that the Higher Biscovillack submission addressed all key technical matters, including landscape and visual considerations, ecology, noise, aviation safeguarding, minerals policy and drainage in a clear and comprehensive manner. This contributed to the planning authority’s delegated decision that the renewable energy benefits of the scheme decisively outweighed any limited impacts.
The project also strengthens future opportunities for behind the meter renewable supply to Imerys, supporting industrial decarbonisation across the clay district.
